A dog from New Iberia, La., named Max, is vying for the record of world’s oldest dog. Owner Janelle Derouen said Max marked his 26th birthday on Aug. 9. She said Guinness World Records officials were reviewing documents to authenticate his age; a Guinness World Records official in London didn’t immediately answer an e-mail from The Associated Press requesting confirmation of that.

When asked the secret to her dog’s long life, Derouen said she was shocked he’s still with her.

“I have five kids, and all my kids are grown and gone,” she said. “Now my grandkids are playing with this dog.”

Guinness World Records officials presented Chanel with a certificate as the world’s oldest dog at a Manhattan birthday bash hosted by a private pet food company in May.

Chanel loved the party, especially the cake, which had a peanut butter flavor and had been made for dogs, Denice Shaughnessy said.

Chanel exercised daily and ate home-cooked chicken with her dog food, but good care wasn’t entirely responsible for her long life, said her owners, who attributed God.

“Dogs are God’s angels sent here to look out for us,” Denice Shaughnessy said.

The playful dachshund was only 6 weeks old when Denice Shaughnessy, then serving with the U.S. Army, adopted her from a shelter in Newport News, Va.

Along with her owner, Chanel spent nine years on assignment in Germany, where she became adept at stealing sticks of butter from kitchen countertops and hiding them in sofa cushions in the living room, Shaughnessy said. She also liked chocolate, usually considered toxic to dogs, Shaughnessy said.

“She once ate an entire bag of Reese’s peanut butter cups, and, you see, she lived to be 21, so go figure,” Shaughnessy added.

Karl Shaughnessy nominated Chanel for the title of world’s oldest dog after noticing the Guinness World Records book had no record.

A wire-haired dachshund that held the record as the world’s oldest dog and celebrated its last birthday with a party at a dog hotel and spa has died at age 21 — or 147 in dog years.

The dog, named Chanel, died Friday of natural causes at her owners’ home in suburban Port Jefferson Station, on Long Island.

Chanel, as stylish as her legendary namesake, wore tinted goggles for her cataracts in her later years and favored sweaters because she was sensitive to the cold, owners Denice and Karl Shaughnessy said Monday.

China bars unapproved cyber games containing porn, violence and gambling

China’s press watchdog on Monday halted software sales of 45 unapproved overseas cyber games and 26 domestic online games containing pornography, violence and gambling.

The General Administration of Press and Publication (GAPP) said the imported cyber games had not won authority’s approval and the domestic games had added illegal content or gambling functionality after passing examination and obtaining approval for release.

The overseas games include Omerta, a text-based multiplayer role playing online game related to Mafia stories of the 1930s.

The GAPP also ordered 27 Internet companies to stop providing online platforms for illegal games, urging online game designers to install anti-addiction systems in their products.

The GAPP is to further tighten supervision over licensed operators of cyber games and eliminate all unapproved games.

Iraq made its first auction of major oil contracts in June last year since the U.S.-led invasion. China’s oil majors all took part in the bidding. Only CNPC, which teamed up with BP, won a contract to develop the Rumaila oilfield.

The CNPC-BP contract was also the only one to be awarded in the first auction, as there were some differences between the Iraqi government and other oil majors over payment terms.

China’s other oil majors including CNOOC will also consider participating in the second round, said the newspaper, citing one source close with the deal.

Iraq plans to award contracts for the six partly developed and four undeveloped fields in its second licensing round. It has proposed better contract terms than in the first round, according to the newspaper.

Sinochem Group, China’s fourth-largest oil company, has got permission to participate in Iraq’s second auction of oil and gas fields in November, said Tuesday’s China Daily.

Sinochem is one of the 45 companies qualified to participate in he second bidding round, the newspaper said, citing a company statement that did not specify which fields it was interested in.

The company had earlier participated in the first bidding round for Iraqi oil fields in June last year, the newspaper said.

Analysts said the move shows that domestic oil companies are increasingly looking towards Iraq, which has the third largest proved oil reserves in the world.

Zhou Jiping, president of PetroChina, the listed arm of China National Petroleum Corp (CNPC), said on Friday that the company was interested in bidding for more Iraqi oil fields in the second round of bidding, after winning a joint bid with BP for the Rumaila field in the first round.

Honduran elections to worsen political crisis: Zelaya(2)

Ousted Honduran President Manuel Zelaya said Monday that the startup of the so-called presidential campaigning in Honduras for the November election will deepen the ongoing political crisis in the country.

During an interview with the Honduran radio “Radio Globo,” Zelaya said in neighboring Nicaragua that “the democracy is in grave damage, and the elections will be held in a repression environment where the president was ousted by forces.”

The Honduran National Tribunal of Elections set off the presidential campaigning Monday, which will last until Nov. 29.

On that day, Hondurans will also elect 128 lawmakers of the Congress, 298 mayors and 28 lawmakers of the Central American Parliament.

Uruguay reshuffles cabinet ahead of national elections

Uruguayan President Tabare Vazquez replaced three ministers in his cabinet on Monday, ahead of the upcoming national elections.

Foreign Minister Gonzalo Fernandez was appointed as defense minister, while Foreign Deputy Minister Pedro Vaz was promoted to foreign minister to replace Fernandez and guarantee “continuity.”

Minister of Industry, Energy and Mining Daniel Martinez was replaced by Raul Sendic, president of the state-owned energy company Ancap.

Uruguay is scheduled to hold presidential and legislative elections on Oct. 25. As Vazquez, the first left-wing president in the country, is forbidden to run for a second term according to the constitution, the ruling Broad Front coalition has chosen Jose Mujica as its presidential candidate.

Although Mujica is leading in the polls, outright victory is not guaranteed. He will probably face a second round election.

Another leading presidential candidate is former president Luis Alberto Lacalle from the National Party. He was in power from 1990to 1995.
